Archive DECR chairman attends conference on the forthcoming Pan-Orthodox Council 20 April 2016 year 14:12 A scholarly conference, ‘The Pan-Orthodox Council: Opinions and Expectations,’ took place at St. Tikhon’s Orthodox University in Moscow on 19 April 2016 with the blessing of His Holiness Patriarch Kirill of Moscow and All Russia. Taking part in the conference were many hierarchs, including Metropolitan Pavel of Minsk and Zaslavl, Patriarchal Exarch of All Belarus; Metropolitan Hilarion of Volokolamsk, chairman of the Moscow Patriarchate’s Department for External Church Relations; heads of other departments; superiors of the monasteries; rectors and professors of theological schools and public figures. In his welcoming address Metropolitan Pavel noted that the majority of bishops and priests understood the importance of the Council and added that the task of the conference was to answer questions and elucidate the meaning of the Holy and Great Council of the Orthodox Church. Metropolitan Hilarion delivered a report on ‘The position of the Russian Orthodox Church in the process of preparation to the Pan-Orthodox Council.’ After presentation of the plenary reports, he presented his comments. He explained that a comparison of the Pan-Orthodox Council to the Ecumenical Council was not pertinent, as the Ecumenical Councils had been convened under different circumstances to discuss other topics and had other kind of results. Also, each bishop at the Ecumenical Council had a vote, decisions were taken by vote, but no one limited the number of participants. ‘We have proposed from the very beginning of preparation to convene all bishops. Thus, the decisions taken by vote would have shown the opinion of the majority. However, we were told that it was impossible to bring so many bishops together and let it be the fixed number from each Church. At first it was twelve, later twenty, and finally twenty-four. It means that certain Churches will be represented by all its bishops, but our Church, which has over three hundred and fifty bishops, will be represented by a small quantity. That is why we insisted on the decision that a Local Church rather than each member of the delegation will have a vote, thus avoiding an impression of a pan-Orthodox consensus. ‘As to the documents discussed today at the conference, we would have liked to improve their wording. Believe me, we have exerted a lot of efforts to make the documents better than they were, but many our amendments have not been adopted. There will be an opportunity to present amendments to the documents, when His Holiness Patriarch Kirill will meet with other Primates before the Council. After free discussion of all issues that were brought up the participants in the conference adopted a final resolution which will be presented to His Holiness Patriarch Kirill of Moscow and All Russia. The Day of St. Vladimir Equal-to-the-Apostles marked by Divine Liturgy celebrated by heads and hierarchs of Local Orthodox Churches at Kiev Monastery of the Caves      Kiev, July 28, 2013 Thousands of people congregated at the Kiev Monastery of the Assumption for the solemn liturgy to mark the commemoration day of the Holy Prince Vladimir Equal-to-the-Apostles, the Baptizer of Rus’. The Divine Liturgy was celebrated in the cathedral square by heads of Local Orthodox Churches including Patriarchs Theodore II of Alexandria, Theophilos of Jerusalem and All Palestine, Kirill of Moscow and All Russia, Iliya II of All Georgia, Irinej of Serbia, Neophyte of Bulgaria, Archbishop Chrisostomos II of New Justiniana and All Cyprus, Metropolitan Sava of Warsaw and All Poland, Metropolitan Tikhon of America and Canada and Metropolitan Vladimir of Kiev and All Ukraine. They were assisted by a great assembly of hierarchs representing Local Orthodox Churches. Among the worshippers were S. Lyovochkin, head of the Ukrainian presidential administration, K. Grischenko, Ukraine’s vice-prime-minister, A. Popov, head of the Kiev city administration, members of the Ukrainian government, people’s deputies, and representatives of the delegations from the states participating in the celebrations. During the service, liturgical exclamations were made in Church Slavonic, Greek, Georgian, Serbian, Romanian, Albanian and English. After the liturgy, people greeted the Primate of the Russian Orthodox Church, exclaiming, ‘Kirill is our Patriarch!’ ‘I wholeheartedly thank you for supporting me as Patriarch of Moscow and All Russia, for your love, which I can feel when I come to Ukraine. This warmth, this spiritual enthusiasm and joy I see here warm my soul and help me to bear my primatial cross’, he said in response. The homilies were delivered by Patriarch Kirill and Patriarch Theophilos of Jerusalem and All Palestine. His Beatitude Metropolitan Vladimir of Kiev and All Ukraine greeted the congregation and thanked Patriarch Kirill and all the guests for their participation in the celebrations. It was the last day of Kiev’s hosting a great shrine, the Cross of St. Andrew the First Called. In a solemn ceremony, it was seen off to the railway station to be taken to the Byelorussian capital of Minsk where the celebrations to mark the 1025th anniversary of the Baptism of Rus’ will continue. Archive Newly formed community of the Moscow Patriarchate in Mexico prayerfully celebrates the 75th birthday of its Primate 22 November 2021 year 17:38 On November 19-22, 2021, with a blessing of the acting administrator of the Patriarchal Parishes in the USA and Canada, Bishop Matthew of Sourozh, the clerics of the St. Nicholas Cathedral in New York, Hegumen Nikodim (Balyasnikov) and Rev. Mark Rashkov, made a pastoral visit to the newly formed community in the Mexican city of Cancun.  On Saturday, November 20, the 75th birthday of His Holiness Patriarch Kirill of Moscow and All Russia, the Orthodox Divine Liturgy was celebrated at the local church of the Resurrection of Christ with a permission of the head of the Catholic diocese, Bishop Pedro Pablo Elizondo Cardenas. During the Divine Liturgy, Orthodox people in Cancun had an opportunity to worship and partake of the Holy Mysteries of Christ. During the liturgy, ardent prayers were lifted up for the Primate of the Russian Orthodox Church. During the prayer for the repose of the dead, His Holiness Patriarch’s parents, Archpriest Mikhail and Matushka Raisa, as well as the Metropolitan Nikodim (Rotov) of eternal memory, the spiritual father of His Holiness, were commemorated.  After the Liturgy, “Many Years of Life” to His Holiness Kirill was sung. After the Blessing of Water, the clergy had a talk with the faithful. They discussed various matters concerning the ordering of the community life. Two years ago, the Orthodox people in Cancun, Mexico, appealed to His Holiness Patriarch Kirill of Moscow and All Russia to bless their intention to organize a parish of the Russian Orthodox Church. The Moscow Patriarchate office for institutions abroad instructed the administrator of the Patriarchal Parishes in the USA, Bishop Matthew of Sourozh, to help organize regular divine services for the members of the community and to explore a possibility for opening a parish. In 2012, with a blessing of Bishop Matthew, the rector of the church of the Intercession in Mexico, Father Kirill Chakon, made several visits to the community of the faithful in Cancun, where he celebrated the Divine Liturgy, administered sacraments and requested services at the local Catholic church kindly offered by Bishop Pedro Pablo Elizondo Cardenas of Chetumal and Cancun. On January 19, 2020, the Feast of the Theophany, with a blessing of Bishop Matthew, Rev. Mark Rashkov, head of the office of the Patriarchal Parishes in the USA, visited Cancun and, assisted by Rev. Kirill Chakon, celebrated the Divine Liturgy and the Order of the Great Sanctification of Water. On May 8, 2021, the Bright Saturday, Rev. Mark Rashkov celebrated the Divine Liturgy at the church of the Resurrection of Christ in Cancun, after which he blessed Easter cakes and distributed to the faithful the Artos he brought from New York. Archive Metropolitan Anthony of Volokolamsk takes part in a meeting with head of the Muslim Board of Tatarstan 25 November 2022 year 11:31 On November 24, Metropolitan Anthony of Volokolamsk, chairman of the Department for External Church Relations of the Moscow Patriarchate, met with Metropolitan Kirill of Kazan and Tatarstan and the head of the Muslim Board of the Republic of Tatarstan Kamil-khazrat Samigullin, at the Muslim Board of the Republic of Tatarstan (MBT) building in the city of Kazan. Among the participants of the meeting were also Archimandrite Philaret (Bulekov), DECR vice-chairman; Rev. Alexander Ershov, assistant to the DECR chairman; and Hieromonk Kirill (Korytko), secretary of the Metropolis of Tatarstan. The meeting took place following a session on ‘Religious cooperation between countries as one of the foundations of peace and development’ of Valdai Club’s conference on Religious Polyphony and National Unity, at which Metropolitan Anthony was a speaker. Kamil-khazrat related to the guests the history of the buildings belonging to the Muslim Board of Tatarstan and spoke about the educational and informational work of representatives of the Muslim community of the region. The mufti noted that the MBT and the Diocese of Kazan maintain fruitful cooperation in social service and pointed to the positive experience of joint actions with representatives of the Department for External Church Relations of the Moscow Patriarchate. He also said that the DECR secretary for interreligious relations and executive secretary of the Interreligious Council in Russia, Rev. Dimitry Safonov, rendered assistance to MBT representatives in solving various problems. The meeting discussed the further development of cooperation. In conclusion of the meeting, the DECR chairman and the head of the Metropolis of Tatarstan were shown the book fare arranged in the MBT building, the press service of the Diocese of Kazan reports. Archive Metropolitan Hilarion of Volokolamsk: the Church and traditional confessions have done everything possible to appease the situation in Kazakhstan 16 January 2022 year 12:53 “The Russian Orthodox Church is very much perturbed by what happened in the New Year days in Kazakhstan”, Metropolitan Hilarion of Volokolamsk, the DECR head, said during the Church and the World program on Rossia 24 channel. Patriarch Kirill made a special appeal and lifted up a special prayer for peace in Kazakhstan; the people of Kazakhstan were also addressed by Metropolitan Alexander, head of the Metropolis of Kazakhstan, and the Supreme Mufti of Kazakhstan. “On the part of the Church and traditional religious confession everything possible was made to appease the situation, to reconcile people”. Metropolitan Hilarion stressed. According to the DECR chairman, “In our time such mass disorders usually do not begin without instigation from outside, including from abroad”. “As Russian ambassador in the USA Anatoly Antonov noted, it is quite probable that it is interdepended: the events in the Middle East and the grown of terrorism observed in various countries, including Afghanistan. All this cannot but tells upon the situations in adjacent states”. Metropolitan Hilarion said adding that the Kazakhstan authorities are to carry out a very serious investigation, the results of which will make it clear what stood behind the January events in the republic. The protest actions began in Kazakhstan on January 2 amid a double-digit increase in the prices for liquefied petroleum gas used by many people of the republic to refuel their cars. The protests grew into disorders as marauders and radicals became active. The country authorities introduced the state of emergency until January 19 and later appealed for help to the Collective Security Treaty Organization, which sent peacemakers to Kazakhstan. On January 13, after the situation stabilized, it was announced that the SCTO mission was successfully completed and the military would return stage by stage to their permanent places of deployment. According to the latest information, during the disorders in Kazakhstan 225 people, among them 19 law-enforcement military, were killed. Archive DECR chairman meets with President of Lebanon 26 March 2019 year 11:17 On March 25, 2019, Metropolitan Hilarion, head of the Moscow Patriarchate department for external church relations (DECR), met in Moscow with President of Lebanon Michel Aoun. The high guest was accompanied by Lebanese Minister of Foreign Affairs Gebran Bassil, Ms. Mireille Aoun, special adviser to the president, Mr. Rafik Chlala, presidential media adviser; and other officials. Taking part in the talk was also Metropolitan Niphon of Philippople, representative of the Patriarch of Great Antioch and All the East to the Patriarch of Moscow and All Russia. From the DECR there were Archimandrite Philaret (Bulekov), DECR vice-chairman, Archpriest Sergiy Zvonarev, DECR secretary for the far abroad; and Deacon Andrey Titushkin, DECR secretariat for the far abroad. ‘It is a long-expected visit’, Metropolitan Hilarion said addressing the head of the Republic of Lebanon, who has come to Russia for an official visit. The metropolitan stated that Mr. Aoun is the only president in the Middle East and through the Arab world, who confesses Christianity. His Eminence noted that he had a joyful occasion to meet with the president of Lebanon repeatedly during his visits to that country. Archive Metropolitan Hilarion celebrated Divine Liturgy at the church of the Elevation of the Cross in Geneva 3 June 2019 year 11:12 On June 2, 2019, the 6 th  Sunday after Pascha, the Blind Man, Metropolitan Hilarion of Volokolamsk, head of the Moscow Patriarchate department for external church relations (DECR), celebrated the Divine Liturgy at the church of the Elevation of the Cross in Geneva, Switzerland, the cathedral church of the Russian Orthodox Church Outside Russia diocese of Western Europe.  His Eminence was assisted by Bishop Alexander of Vevey, vicar of the diocese Western Europe; Archpriest Pavel Tsvetkov, the church’s ecclesiarch; Archpriest Peter Perekrestov, ecclesiarch of the Cathedral of our Lady the Joy for All the Afflicted in San Francisco; and Hieromonk Ioann (Kopeikin), pro-rector for development, Ss Cyril and Methodius Institute of Post-Graduate Studies (CMI). In the church, there was a shrine with a part of the relics and belt of St. John, Archbishop of Shanghai the Wonderworker of San-Francisco. The shrine had been brought to Swiss parishes with a blessing of Archbishop Kirill of San Francisco and Western America and Bishop Irenaeus of Richmond and Western Europe, on the occasion of the 25 th  anniversary of the glorification of the saint. After the Prayer of Fervent Supplication, Metropolitan Hilarion lifted up a prayer for peace in Ukraine. In his sermon after the service, His Eminence Hilarion conveyed to the congregation a blessing from His Holiness Kirill, Patriarchate of Moscow and All Russia. Then he spoke about the Gospel’s story about the healing of a man born blind, stressing that the Lord healed the blind man not only physically but also spiritually, bringing him to faith in Christ not just as man but as God Incarnate. “Every Gospel’s story speaks of Jesus Christ as God”, His Eminence said, “And He continues to live in our midst, with us and in us, for when we partake of the Holy Communion, the Lord Jesus Christ comes to dwell in us entering into our human essence”. Speaking about the difference between Christianity and other religions, he said that the difference between the life of a Christian and that of a non-believer is the same as the life of a blind one and a sighted one. “Externally, everything in our life as Christians seems to be similar to the life of other people, but inwardly our faith in the Lord Jesus Christ makes us aware of the meaning of our life and all that happens in it”. His Eminence concluded his sermon with the traditional exclamation “Christ is Risen!” Then Bishop Alexander of Vevey greeted Metropolitan Hilarion and presented him with an Icon of All Saints in memory of the common prayer and a leaflet about the restoration of the church of the Elevation of the Cross. Patriarch Kirill: At the present stage of drafting the catechesis, the priority is its Church reception Soruce: DECR Communication Service February 2, 2016      In his report to the Bishops’ Council, His Holiness Patriarch Kirill of Moscow and All Russia spoke about the progress made in the work to draft the Catechesis of the Russian Orthodox Church. The Synodal Biblical-Theological Commission was charged with having the Catechesis drafted by the time of the next Bishops’ Council. " As was reported by the chairman of the Commission, Metropolitan Hilarion of Volokolamsk, the Commission has completed the draft. Enormous work has been carried out, involving leading theologians of our Church as authors, co-authors and reviewers. The text has been approved by the Commission at its plenary session, " the Patriarch said. He informed the bishops that the Commission will continue its work on the auxiliary and reference aids, but at the present state of preparing the Catechesis, the priority task is its Church reception. In this connection, Patriarch Kirill proposed that the text of the Catechesis should be given for reading to the ROC Holy Synod permanent members, the First Hierarch of the Russian Church Outside Russia and all the heads of synodal departments. In addition, the text will be sent for comments to the leading theological schools: the Ss Cyril and Methodius Institute of Post-Graduate Studies, the St. Tikhon Orthodox University of the Humanities, the Russian Orthodox University as well as the theological seminaries which run MA courses. The Most Reverend Archpastors who wish to take part in the reviewing of the Catechesis could receive the text in the Synodal Biblical-Theological Commission by personal request. The discussion on the Catechesis in this format should be completed by the beginning of September. Patriarch Kirill noted that, after all the responses are received, the Synodal Biblical-Theological Commission will thoroughly analyse them, introduce the necessary amendments and submit the ready draft to the Holy Synod.
