Archive Chairman of the Department for External Church Relations visits Jerusalem, Hebron and Bethlehem 21 February 2022 year 11:09 On February 19, 2022, with a blessing of His Holiness Patriarch Kirill of Moscow and All Russia, Metropolitan Hilarion of Volokolamsk, Chairman of the Department for External Church Relations of the Moscow Patriarchate, arrived in the Holy Land leading a delegation of the Russian Orthodox Church. Metropolitan Hilarion is accompanied by Archpriest Nikolay Balashov, DECR vice-chairman, and Subdeacon Vyacheslav Li. From the airport, the Chairman of the Department for External Church Relations proceeded to the Russian Ecclesiastical Mission in Jerusalem. During the night of February 29, with a blessing of His Holiness Theophilos III, Patriarch of the Holy City of Jerusalem and All Palestine, Metropolitan Hilarion together with Metropolitan Isychios of Kapitolias (Patriarchate of Jerusalem) celebrated the Divine Liturgy at the Church of the Holy Sepulchre. Among his concelebrants were Archpriest Nikolay Balashov; Hieromonk Dometian Markarian), deputy head of the Russian Ecclesiastical Mission, and members of the Brotherhood of the Holy Sepulchre. The hymns were sung by sisters of the Gorneye Convent. On February 20, Metropolitan Hilarion of Volokolamsk, visited the Metochion of the Russian Ecclesiastical Mission with the Church of the Hoy Forefathers. Accompanying Metropolitan Hilarion were Archpriest Nikolay Balashov, DECR vice-chairman; Hieromonk Dometian (Markarian), deputy head of the Russian Ecclesiastical Mission in Jerusalem; and Subdeacon Vyacheslav Li. The guests were met by Hieromonk Amvrosiy (Ignatov), acting warden of the Metochion, who accompanied them to the Oak of Mamre, which marks the place where the three angels appeared to forefather Abraham. After that, Metropolitan Hilarion visited the Basilica of the Nativity where he was welcomed by Archimandrite Polikarp, senior sacristan of the church. The DECR chairman venerated the relics and looked about the church after the restoration works done in the basilica with Russian contribution. The archpastor sang Memory Eternal at the burial place of Archbishop Theophylact of Jordan who passed away in 2021. In 1989-2001, then an archimandrite, he was representative of the Patriarch of Jerusalem to the Patriarch of Moscow and All Russia and rector of the Church of the Resurrection in Arbat, Moscow Metochion of the Orthodox Church of Jerusalem. Archive DECR chairman gives assessment to the first stage of the negotiations on security between representatives of the Russian Federation and the West 16 January 2022 year 15:17 On the air of the Church and the World program, the chairman of the Department for External Church Relations of the Moscow Patriarchate gave an assessment to the first stage of the negotiations on security between the Russian Federation and the West, which took place on January 10, in Geneva. At these negotiations Russia insisted that she should be given legally obligatory guarantees on several points: that NATO will not accept new members and disavow the intention voiced at the 2008 Summit in Bucharest to accept Ukraine and Georgia in the alliance; that the organization will abandon the material-technical development of the countries, which have joined the alliance after the Founding Russia-NATO Act was signed in 1997 as this development threatens the Russian Federation; that the military bloc will not deploy armaments capable of hitting targets in the Russian territory. As of January 10, only the last one of these three items remained to be discussed. “The sides dealt with three items, failing to reach an agreement on two of them but will continue negotiating on the remaining one. In my view, it is already something because in the situation of confrontation that has developed between the two great powers, any concessions already show that the sides are ready to meet half way”, the DECR head said. “It is quite natural that Russia should insist on certain security guarantees so that the NATO armaments could not be deployed right at her borders and targeted at Russian cities”, Metropolitan Hilarion emphasized, “If they manage to reach mutual understanding on this point at the next stages of the negotiations, then it in itself will give a cause for optimism. So far it is too soon to speak of the results because results as such are absent, but an important process has begun, which will be continued, and let us hope that it will lead to success”. Archive Metropolitan Hilarion of Volokolamsk completes his visit to Rome 14 February 2020 year 09:44 On 13 th February 2020, after his meeting with Pope Francis, Metropolitan Hilarion of Volokolamsk, chairman of the Moscow Patriarchate’s Department for External Church Relations, visited  Libreria Romani book store in Rome, where the Italian edition of his books – Volumes 2 and 6 of the series  Jesus Christ. His Life and Teaching  – was presented.  Volume 2, entitled “Sermon on the Mount,” is dedicated entirely to the moral teaching of the Lord Jesus Christ, while Volume 6, entitled “Death and Resurrection,” tells about the last days of the earthly life of the Lord Jesus Christ, His sufferings, death and resurrection. Presenting the books was Archbishop Antonio Menini, representative of the Vatican’s Secretariat of Sate, former Apostolic Nuncio to the Russian Federation. Among those who attended the event were Prof. Adriano Roccucci, specialist in the contemporary church history; Ms. Giovanna Paravicini, cultural attaché of the Vatican’s representation to Russia; Mr. Peter Humeniuk, head of the Department for Relations with Russia of the  Kirche in Not  International Catholic Charitable Foundation; Rev. Hyacinthe Destivelle, staff member of the Pontifical Council for Promoting Christian Unity; Archpriest Kirill Kaleda, rector of the Church of the Russian New Martyrs and Confessors in Butovo, Moscow; and Rev. Alexander Aleshin, vice-chairman of the Synodal Department for Church Charity and Social Ministry. Speaking of his books about Jesus Christ, Metropolitan Hilarion noted that they offer an Orthodox response to more than two centuries of development of the New Testament studies in the West. The DECR chairman wished to the Italian readers “to discover Christ not only as a teacher of morality, but as God and Saviour.” After the presentation Metropolitan Hilarion and those accompanying him departed for Moscow. At the Leonardo da Vinci-Fiumicino Airport the DECR chairman was seen off by Mr. Alexander Avdeyev, Ambassador Extraordinary and Plenipotentiary of Russia to the Holy See, and Rev. Jaromir Zadrapa, staff member of the Pontifical Council for Promoting Christian Unity. During his working visit to Rome Metropolitan Hilarion of Volokolamsk met with Pope Francis and Cardinal Kurt Koch , president of the Pontifical Council for Promoting Christian Unity. Together with Cardinal Koch the Russian hierarch chaired the session of the Working Group for Cultural and Social Cooperation between the Roman Catholic Church and the Russian Orthodox Church. The DECR chairman also took part in the conference that marked the 4 th  anniversary of the historic meeting between Pope Francis and Patriarch Kirill in Havana on 12 th  February 2016. Metropolitan Hilarion of Volokolamsk, chairman of the Moscow Patriarchate’s Department for external Church Relations, sent the following greeting to the participants: Dear organizers, participants and guests of the Forum: I am happy to greet all of you who have gathered in the capital of Tatarstan to discuss a theme so urgent for today, “The Centuries-Old Family Traditions as the Foundation of Russia’s Future.” Regrettably, the values of the family and marriage are under the great threat in the modern world. We see the unprecedented transformation of not only the role and place of the family in society, but of the very meaning of family ties. Men and women more often began to take the family as a burden which hampers their carefree life without obligations and responsibility. Yet it is a healthy, strong family with many children is a foundation and pledge of the future of our beloved Motherland. We must learn to appreciate the family, motherhood, fatherhood, and the sacred gift of life from conception to death. Our direct responsibility is to defend the life of children, including those yet unborn ones. All human beings are entitled to be born, and nobody can have a right to kill children, the more so one’s own children. It is necessary to develop in society a strong rejection of abortions, the horrible and sinful crime. At the same time one should not rely on prohibitive nemeasures only. It is necessary to develop a family support programme that will make the child-birth not only desirable for the young married couples, but prestigious and profitable. I am deeply convinced that we need a wide public coalition uniting traditional religious confession, society and the state for the defence of the family values, and purity and sanctity of marriage. Archive Metropolitan Hilarion of Volokolamsk meets with head of French diplomatic mission in Moscow 25 January 2021 year 20:47 On January 25, 2021, the chairman of the Department for External Church Relations (DECR) of the Moscow Patriarchate, Metropolitan Hilarion of Volokolamsk met with Ambassador Extraordinary and Plenipotentiary of France in Russia, H. E. Pierre Levy. Paricipating in the meeting were also, from the French side, Mr. Nicolas Broutin, first secretary, and interpreter Serge Dersin, and Archpriest Sergiy Zvonarev, DECR secretary for the far abroad, Metropolitan Hilarion warmly welcomed the high guest and his retinue to the synodal department, the church analogue of a secular ministry for foreign affairs. At the ambassador’s request, the hierarch spoke of the efforts made by the Church to help believers during the coronavirus infection pandemic. The talk focused on the history and the present situation of the Russian Orthodox Church. The DECR chairman cited the growing number of its parishes and monasteries and shared an account of the presence of the Moscow Patriarchate outside Russia, in the territory of other countries outside its canonical responsibility. Touching upon the situation of the Ukrainian Orthodox Church, Metropolitan Hilarion drew the diplomat’s attention to the recent unlawful interference of the Patriarchate of Constantinople in the life of Orthodoxy in the Ukrainian land. Among other topics of the talk was the situation in inter-ethnic and interreligious relationships in Russia and France, including the work of the Interreligious Council in Russia and the legislative foundations of the functioning of religious organizations. They also discussed challenges brought to the state and society by extremism and terrorism parasitizing on people’s religious feelings and religious conciseness. The OCA has been independent for some forty years and is becoming the Church of the Americans thus bringing witness to the missionary labours of our fathers and forefathers, His Holiness said and wished His Beatitude and the OCA bishops unity, strength, and God’s help to maintain spiritual cordial ties with the Russian Mother Church, which is willing to support American Orthodoxy. His Beatitude Metropolitan Jonah thanked His Holiness Patriarch Kirill for concelebrating the Divine Liturgy on the feast day and for support rendered by the Russian Orthodox Church to the Orthodox Church in America. On August 2, Archbishop Leonid was received by His Beatitude Patriarch John X of Antioch and All the East at the Patriarchal residence in the Monastery of the Holy Great Martyr George in the Valley of Christians, Homs province. They were joined in the meeting by Bishop Efraim of Seleucia, secretary of the Holy Synod of the Orthodox Church of Antioch; Hegumen Arseniy (Sokolov), representative of the Patriarch of Moscow and All Russia to the Patriarch of Antioch and All the East; Archimandrite Arsenios (Dahdal), abbot of St George Monastery; Mr. A.S. Kozlenko, first secretary of Russia’s Embassy in Syria; and Dr. Khaled Atanas, director of the Al-Hosn Patriarchal Hospital. Archive Working Group for Cultural Cooperation between the Russian Orthodox Church and the Roman Catholic Church holds its regular meeting in Moscow 13 February 2019 year 15:49 On 13 February 2019, an annual session of the Joint Working Group for Cultural Cooperation between the Russian Orthodox Church and the Roman Catholic Church took place at the Department for External Church Relations of the Moscow Patriarchate.  Representing the Russian Orthodox Church were Metropolitan Hilarion of Volokolamsk, DECR chairman; Metropolitan Tikhon of Pskov and Porkhov, chairman of the Patriarchal Council for Culture; Hieromonk Pavel (Scherbachev), vice-chairman of the Patriarchal Council for Culture; Hieromonk Stefan (Igumnov), DECR secretary for inter-Christian relations; Rev. Alexy Dikarev, DECR staff member; Hieromonk Pavel (Cherkasov), acting vice-rector for education at Ss. Cyril and Methodius Theological Institute of Postgraduate Studies; and Mr. Alexei Puzakov, artistic director of the Moscow Synodal Choir. Taking part in the meeting on behalf of the Roman Catholic Church were Cardinal Kurt Koch, president of the Pontifical Council for Promoting Christian Unity; Archbishop Celestino Migliore, Apostolic Nuncio to the Russian Federation; Rev.
