Metropolitan Hilarion meets with Syrian delegation led by Supreme Mufti of Syria September 7, 2012 On September 6, 2012, Metropolitan Hilarion of Volokolamsk, head of the Moscow Patriarchate’s department for external church relations, received a delegation of religious leaders from the Syrian Arab Republic. It included Sheikh Ahmed Badreddin Hassoun, Supreme Mufti of Syria, and Bishop Luke of Seidnaya (Orthodox Church of Antioch). They were accompanied by Syria’a Ambassador to Moscow Dr. Riad Haddad, and Mufti Farid Salman Khaidarov, chairman of the Council of Ulamas of the Russian Association of Islamic Accord (All-Russia’s Muftiate). The DECR was represented by Archpriest Sergiy Zvonarev secretary for the far abroad, and Deacon Dimitry Safonov of the DECR secretariat for the far abroad. Metropolitan Hilarion welcomed the guests and conveyed them a greeting from His Holiness Patriarch Kirill of Moscow and All Russia. Addressing the guests, His Eminence stressed that there were people of various religions living in Syria. Until recently, this country showed to the world an example of interreligious harmony, but at present it has plunged into an inter-community and interreligious conflict. He emphasized that terrorism was a common threat for our two countries. Metropolitan Hilarion expressed special concern for the continued violence in Syria where it has already victimized scores of thousands of people. Extremists have destroyed churches and Christian institutions and eliminated shrines significant for the whole Christendom. The Supreme Mufti of Syria noted that his visit was an expression of gratitude for the visit His Holiness Patriarch Kirill made to Syria and for the position Russia has taken with regard to Syria and her people. Bishop Luke spoke about the suffering the Orthodox Christians had to endure in the bloody war but their refusal to leave the country. In conclusion, Metropolitan Hilarion assured his guests that the Russian Orthodox Church would do all that is possible for her to relieve the situation of Syria’s Christian population and to help the sister Church, which is the Patriarch of Antioch. Archive Metropolitan Hilarion of Volokolamsk meets with head of French diplomatic mission in Moscow 25 January 2021 year 20:47 On January 25, 2021, the chairman of the Department for External Church Relations (DECR) of the Moscow Patriarchate, Metropolitan Hilarion of Volokolamsk met with Ambassador Extraordinary and Plenipotentiary of France in Russia, H. E. Pierre Levy. Paricipating in the meeting were also, from the French side, Mr. Nicolas Broutin, first secretary, and interpreter Serge Dersin, and Archpriest Sergiy Zvonarev, DECR secretary for the far abroad, Metropolitan Hilarion warmly welcomed the high guest and his retinue to the synodal department, the church analogue of a secular ministry for foreign affairs. At the ambassador’s request, the hierarch spoke of the efforts made by the Church to help believers during the coronavirus infection pandemic. The talk focused on the history and the present situation of the Russian Orthodox Church. The DECR chairman cited the growing number of its parishes and monasteries and shared an account of the presence of the Moscow Patriarchate outside Russia, in the territory of other countries outside its canonical responsibility. Touching upon the situation of the Ukrainian Orthodox Church, Metropolitan Hilarion drew the diplomat’s attention to the recent unlawful interference of the Patriarchate of Constantinople in the life of Orthodoxy in the Ukrainian land. Among other topics of the talk was the situation in inter-ethnic and interreligious relationships in Russia and France, including the work of the Interreligious Council in Russia and the legislative foundations of the functioning of religious organizations. They also discussed challenges brought to the state and society by extremism and terrorism parasitizing on people’s religious feelings and religious conciseness. Archive Metropolitan Hilarion of Volokolamsk meets with Slovakian ambassador in Russia 29 October 2020 year 16:18 On October 29, 2020, Metropolitan Hilarion of Volokolamsk, head of the Moscow Patriarchate’s department for external church relations (DECR), held a meeting with Ambassador Extraordinary and Plenipotentiary of the Republic of Slovakia in the Russian Federation Peter Priputen, who is completing his mission in Moscow. Participating in the talk were also Archimandrite Seraphim (Shemyatovski), representative of the Orthodox Church of the Czech Lands and Slovakia to the Patriarch of Moscow and All Russia, Archpriest Sergiy Zvonarev, DECR secretary for the affairs of the far-abroad diaspora, and Ms. Martina Poikansova-Nedbalova, first secretary of the Slovakian embassy. Metropolitan Hilarion warmly welcomed the head of the Slovakian diplomatic mission to the synodal department responsible for the international relations of the Russian Orthodox Church. The diplomat, in his turn, thanked the hierarch for the possibility of meeting and for the joint work carried out during the past years. Metropolitan Hilarion pointed out the high level of relationships between the Department for External Church Relations and the Slovakian diplomatic mission in Moscow, to which Mr Priputen had made a considerable personal contribution. The hierarch mentioned the great importance of the historical event to take place in 2021 – the 70th anniversary of the autocephaly of the Orthodox Church of the Czech Lands and Slovakia. At the ambassador’s request, the DECR chairman recounted the present relationships between the Russian Orthodox Church and the Roman Catholic Church including the historical meeting of His Holiness Patriarch Kirill with Pope Francis of Rome in 2016 in Havana. Archive DECR chairman meets with Executive Director of UN World Food Programme 20 February 2018 year 19:42 On 20 February 2018, at the Department for External Church Relations of the Moscow Patriarchate, Metropolitan Hilarion of Volokolamsk, DECR chairman, met with Mr. David Beasley, Executive Director of the UN World Food Programme. Mr. Beasley was accompanied by Mr. Daniel Rugholm, his special advisor; Mr. Christopher Kaye, Director of the UN World Food Programme’s Donor Relations Division; and Mr. Andrey Shirkov of the UN World Food Programme’s Donor Relations Division. Representing the DECR were also Archpriest Sergy Zvonarev, secretary for far aboard countries; Hieromonk Stefan (Igumnov), secretary for inter-Christian relations; Deacon Andrei Titushkin of the Secretariat for Far Abroad Countries; and Mrs. Margarita Nelyubova of the Secretariat for Inter-Christian Relations. Taking part in the meeting were also Ms. Marina Velikanova, First Secretary of the Department of International Organizations of the Russian Ministry of Foreign Affairs; and Mr. Dmitry Kulikov, Third Secretary of the Department of International Organizations of the Russian Ministry of Foreign Affairs. The major topic of the meeting was rendering humanitarian aid to the population of the countries with low-income level, suffering from the chronic food shortage. The UN representative told about the activities of the World Food Programme in various parts of the world, as well as about the efforts aimed at raising awareness of the world community about the problems of starving people. Metropolitan Hilarion informed Mr. Beasley about charity projects of the Russian Orthodox Church, as well as about the work of the Interreligious Working Group for Humanitarian Aid to the People of Syria of the Commission for International Cooperation of the Presidential Council for Cooperation with Religious Organizations. The participants in the meeting concurred that it was necessary to develop cooperation between religious communities of Russia and the USA in implementing joint humanitarian projects. Archive Metropolitan Hilarion visits Dormition Cathedral in Budapest 7 September 2019 year 13:54 On 7 th  September 2019, Metropolitan Hilarion of Volokolamsk, chairman of the Moscow Patriarchate’s Department for External Church Relations, who had arrived in Hungary with the blessing of His Holiness Patriarch Kirill of Moscow and All Russia to take part in the Budapest Forum for Christian Communications, visited the Cathedral of the Holy Dormition in Budapest, where restoration works are under way. The DECR chairman was accompanied by Archpriest Sergy Zvonarev, DECR secretary for far abroad countries; Rev. Svyatoslav Bulakh, advisor-assistant to the ruling hierarch of the diocese of Hungary; Rev. Iliya Kosykh, head of the DECR Communication Service; and Subdeacon Vyacheslav Lee.  In 2007, at the request of Bishop Hilarion, administrator of the diocese of Hungary and Budapest, LUKOIL Company allocated funds for the restoration of the stone base at one of the cathedral’s towers destroyed during World War II. The base was restored in 2008. On 24 th  October 2016, an agreement was signed to provide a subsidy to the diocese of Hungary of the Russian Orthodox Church for the restoration of the Dormition Cathedral and other cultural heritage objects. The subsidy was given by the Hungarian state. In the beginning of 2019 a tender was organized for the exterior and some of the interior repair works. At this point, the roof has been repaired, 90% of repair works at the façade of the church have been completed, and the northern tower has been restored. The extensive exterior repair works are planned to be completed by early October. The first two tiers of the iconostasis and other interior decoration repair works are to be completed by next March. All restoration works are expected to be concluded in late December 2019 – February 2020. Metropolitan Hilarion acquainted himself with the restoration progress, climbed the scaffolding and inspected the restored tower which is now crowned with the gilded cross. Nicaragua: Faithful continue Construction of Holy Transfiguration Church July 15, 2015      The Russian Church Abroad is currently constructing the Church of the Holy Transfiguration in the Rio Negro ( " Black River " ) near Santa Fé, 34km from Boaco, Nicaragua. Under the onsite supervision of Hieromonk Marcos (Calderón), and with the moral support of the Spanish Deanery of the Eastern American Diocese, it is the first ROCOR church to be built in Nicaragua, a country whose people are very poor. With the building of the church and the help of the Russian Church Abroad, the mission in Rio Negro promises a bright future for those in Nicaragua who desire to attend Orthodox divine services in Spanish. Part of the mission’s plans for the future include the construction on the same site of a monastery, which will provide spiritual peace and brotherhood for all those who feel the desire to serve the monastic life. Although the project was initiated locally and without economic support from without, it is only through the prayers of the faithful that it has progressed this far. Archive Patriarch Kirill meets with Cuban ambassador to Russia 10 October 2018 year 20:29 On October 10, 2018, His Holiness Kirill, Patriarch of Moscow and All Russia, met with the Cuban ambassador to Russia, Mr. Gerardo Peñalver Portal, at the patriarchal and synodal residence in the St. Daniel monastery. The head of the Cuban diplomatic mission in Moscow conveyed to Patriarch Kirill a message of greeting from the First Secretary of the Communist Party of Cuba, Mr. Raul Castro, and the Chairman of the State Council and Council of Ministers, Mr. Miguel Mario Diaz-Canel Bermudez. Mr. Gerardo Peñalver Portal also reminded the patriarch that the 19th of October would mark the 10thanniversary of the opening of an Orthodox church in Havana, which was consecrated by Metropolitan Kirill of Smolensk and Kaliningrad, now Patriarch of Moscow and All Russia. ‘This church has become a symbol of friendship between Russia and Cuba, for the people of Cuba respect Russia very much’, he said. Patriarch Kirill thanked the Cuban ambassador for the greetings, noting that the Russian Orthodox Church built in Havana is ‘a symbol that does not erode with time, for it reflects eternal values’. ‘It is very important. The political climate may change, many things may change in the world, but spiritual ties between peoples always continue’. I believe that the appearance of a Russian Orthodox church in Cuba, where Russian Orthodox people live as well, has opened a new page in our relations’, His Holiness said. Russian Orthodox Church gives Orthodox Encyclopedia to Iranian cultural center in Moscow Moscow, September 23, 2010 On September 22, 2010, Rev. Sergiy Zvonarev, DECR secretary for far-abroad countries, and D. Safonov, a DECR staff member, met with the director of the cultural representation at the Embassy of the Islamic Republic of Iran, Dr. Abuzar Ebrahimi Torkaman, to present him with a set of the Orthodox Encyclopaedia volumes as a special gift from the Orthodox Encyclopaedia Center. Father Sergiy explained the purpose of this edition and the work of the academic team working on it. Dr. Ebrahimi thanked him for the gift and told his guests about the publications on the Russian Orthodox Church and Russian sights he helped to prepare. He also spoke about many-volume publication projects devoted to Islam carried out at present in Iran. They also discussed the trip a Russian Orthodox delegation is to make to Teheran in October 2010 for the 7 th sessions of the Joint Russian-Iranian Commission for Dialogue. The session will discuss the theme ‘The role of religion in the life of the individual and society’. Father Sergiy spoke of the great importance attached in the Russian Church to interreligious dialogue including the Church’s dialogue with the Islamic community of Iran, which has lasted for already 15 years now. ‘Our dialogue does not depend on political changes. It is beyond politics. It is a guarantee of its sustainability’, he said, adding that in spite of the difficulties arising from the international sanctions imposed on Iran, the respectful dialogue between religious communities in the two countries can and must develop further. Using the experience of the Orthodoxy-Islam commission, the Russian Church seeks today to conduct dialogue with traditional Muslim communities in other countries as well, in Turkey and Egypt in particular. Dr. Ebrahimi agreed with the need to continue and deepen dialogue in the joint Russian-Iranian commission and stressed its importance for the two nations. Aid to the Church in Need was told that Eritrea’s communist government “even wants to arm priests” – the source added that all of Eritrea’s inhabitants, including housewives, have been encouraged to own weapons. Those who have refused military service are among more than 2,000 Christians still imprisoned for their religious beliefs. Most of these detained are members of non-recognised churches – a 1995 government decree only formally recognised the Orthodox Church, Catholic Church, Evangelical Lutherans and Islam as religions. While conscription has radically reduced the number of pastoral workers in the Church, its charitable activities have also suffered from state interference. The source said: “The Church has been forbidden to carry out charitable work. The government wants us to restrict ourselves to the church and vestry.” A 1995 decree reserves all social and welfare projects to the state – the Church has so far resisted attempts to seize Catholic schools and other projects. The source added: “In general, military service has led to a situation where there is a shortage of qualified workers in many professions – not just in the Church.” Aid to the Church in Need was also told that many Eritreans were leaving the country. Up to one million Eritreans already live abroad, “so the country is losing valuable potential..
