2nd Session of Commission for Bilateral Dialogue between Russian and Syriac Orthodox Churches Held in Lebanon Source: DECR Photo: mospat.ru From February 18 to 22, 2019, the Second Session of the Commission for Bilateral Dialogue between the Russian Orthodox Church and the Syriac Orthodox Church took place in the Syriac Orthodox Patriarchal Residence in Atchaneh, Lebanon. The Moscow Patriarchate membership in the Commission includes Bishop Flavian of Cherepovets and Belozersk (Co-chairman); Hegumen Arseny (Sokolov), representative of the Patriarch of Moscow and all Russia to the Greek Orthodox Patriarch of Antioch and all the East; Hieromonk Stefan (Igumnov), secretary for inter-Christian affairs, Department for External Church Relations of Moscow Patriarchate (DECR); Mr. Sergey Alferov and Mr. Evgeny Bakhtin, DECR Staff members. The Syriac Orthodox Church was represented by Archbishop Mor Chrysostomos Mikhael Chamoun, Patriarchal vicar and director of the Patriarchal Benevolent Institutions in Atchaneh (acting co-chairman of the Commission); Archimandrite Raban Jack Yakoub, director of the patriarchal youth department; Archimandrite Raban Roger-Youssef Akhrass, director of the department of Syriac studies; Deacon Imad Syryany, staff member of the patriarchal secretariat; and Mr. Shadi Sarweh, executive director of St. Ephrem Patriarchal Development Committee. In the beginning of the meeting, Archbishop Chrysostomos asked Bishop Flavian to convey congratulations to Patriarch Kirill of Moscow and All Russia from Patriarch Ignatius Aphrem II on the recently celebrated 10th anniversary of his Primatial ministry. The sides summed up the implementation of the agreements concluded at the First Session of the Committee and determined the further program of cooperation to be approved by the Church Authorities. The Commission’s work to coordinate interaction in implementing projects for aid to suffering Christians in Syria, among whom is thousands-strong flock of the Syriac Orthodox Church, remains the priority for it.

The Liturgy was celebrated in the Arabic and Church Slavonic languages. Attending the divine service were Mr Alexander Rudakov, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Lebanon; Mr R. El Khoury of the Lebanese Ministry of Foreign Affairs; Mr Yegor Skopenko, executive director of the Foundation for the Support of Christian Culture and Heritage; Lebanese politicians and public figures, and Russian citizens residing in Lebanon. After the Liturgy, Metropolitan Silouan of Mount Lebanon greeted all those present. In his speech, he pointed out that the restoration of the Holy Annunciation Church in Jal El Dib had been a matter of particular concern for His Holiness Patriarch Kirill of Moscow and All Rus’, who had taken upon himself the task of getting the work completed. Metropolitan Anthony of Volokolamsk, chairman of the Moscow Patriarchate’s Department for External Church Relations, and Metropolitan Nifon of Philippopolis had also made their contribution, facilitating the restoration works, Metropolitan Silouan noted.

Last visit was paid by the delegation of the Russian Orthodox Church to Egypt on 6-12 November 2018. Annual visits are planned. Also discussed were plans of the implementation of pilgrimages.

Archive Press conference in Moscow on persecution of Christians in Africa 4 February 2022 year 22:07 On February 4, 2022, a press conference took place at MIA Russia Today with the online participation of Metropolitan Hilarion of Volokolamsk, head of the Department for External Church Relations of the Moscow Patriarchate, Metropolitan Leonid of Klin, Patriarchal Exarch for Africa, Hieromonk Stephen (Igumnov), DECR secretary for inter-Christian relations and head of the Interreligious Working Group for defending the rights of believers from discrimination and xenophobia under the Presidential Council for Cooperation with Religious Associations. As Metropolitan Hilarion noted in his introductory remarks , every fifth Christian in African countries is subjected to persecution and each year thousands of African Christians have been deprived of life for their faith in Jesus Christ. “The Russian Orthodox Church considers the opposition to persecution on religious grounds to be one of its primary tasks on the international arena and for many years has given support to persecuted Christians in various regions of the world, including Africa”, the DECR chairman stated. He recalled that His Holiness Patriarch Kirill of Moscow and All Russia repeatedly urged “not to leave without attention the problems of Christians in African countries”. Metropolitan Hilarion pointed out that the work of the Moscow Patriarchate “concerns both the informational support of the persecuted Christians and projects for giving them humanitarian aid”. It is the task, in particular, of the International Working Group for defending the rights of believers fr om discrimination and xenophobia under the Russian Presidential Council for Cooperation with Religious Associations. “The Moscow Patriarchate has given support to persecuted African Christians, maintaining contacts with Christian Churches of the continent, including its largest ones - the Coptic and Ethiopian Churches”, the hierarch said, “The work with them is carried out by the Russian Orthodox Church as part of the work of the bilateral Commission for Dialogue. Thus, in Ethiopia, the Moscow Patriarchate has given support to local Christians who found themselves in a grave situation as a result of the actions of extremist groups and the development of civic confrontation. In 2019-2020, His Holiness Patriarch Kirill of Moscow and All Russia personally came out in defense of Christians subjected to organized attacks in central and western Ethiopia. “His voice was heard and the country authorities gave attention to this problem”, the DECR chairman said.

Exhibition ‘Moscow – the Holy Land of Prince Sergey Alexandrovich and Princess Elizabeth Feodorovna’ was opened in Moscow Source: DECR On November 2, 2015, a large-scale exhibition ‘Moscow – the Holy Land of Prince Sergey Alexandrovich and Princess Elizabeth Feodorovna’ was opened at the State Museum of History. It is timed to the end of the year marking the 150th birthday of Princess Elizabeth Feodorovna and the 110th anniversary of the tragic death of Prince Sergey Alexandrovich. The exhibition is organized by the Elizabeth-Sergey Educational Society foundation, Russian Ministry of Culture, State Museum of History and ROSIZO state museum-exhibition center in cooperation with the Russian Orthodox Church and Patriarchate of Jerusalem with the support of the Russian Ministry of Culture and the Moscow city department of national policy, interregional relations and tourism. Taking part in the ceremony were Metropolitan Hilarion of Volokolamsk, chairman of the Moscow Patriarchate’s department for external church relations (DECR), Archpriest Nikolay Balashov, a DECR vice-chairman, and Mr. V. He is often described as your church ‘counterpart’. Do you think the Russian Orthodox Church needs her own MFA these days? -   The designation ‘Department for External Church Relations’ speaks that Metropolitan Hilarion is engaged in contacts with his numerous counterparts. The canonical territories of the Russian Orthodox Church are much larger than those of Russia. For instance, the Ukrainian Orthodox Church enjoys a broad autonomy. Even contacts with her demand skills of dealing with external partners.  This post is manifested in relations with Local Orthodox Churches and other Christian Churches (including the Vatican, with which His Eminence Hilarion maintains regular contacts), as well as with non-Christian religions. We not just welcome such dialogue but also actively support it. There is quite a number of inter-state and inter-government mechanisms called to promote the dialogue of civilizations. There is even a special structure in the UN - the UN Alliance of Civilizations headed by the former minister of foreign affairs of Spain. It is engaged in organizing contacts for promoting inter-confessional and inter-ethnic accord. In these efforts, the Russian Orthodox Church has something to offer. She is one of the most active parties in this field of inter-civilization and inter-confessional accord.  There is another example of interaction between secular and ecclesial representatives - the World Conference on Inter-Faith and Inter-Ethnic Dialogue held every two years by the Inter-Parliamentary Union and the UN Secretary-General. The next one is to be held in May 2022 in Sankt-Petersburg. We will actively cooperate with the Russian Orthodox Church to ensure the right approach to defining the agenda and for this forum to be used to the maximum for promoting the values reflecting Orthodox ideals so much in demand today.
