Archive Пн Commentary by Patriarchal advisor archpriest Nikolai Balashov on the statement by the president of Latvia 7 September 2022 year 15:27 Archpriest Nikola Balashov, advisor to the Patriarch of Moscow and All Russia Kirill, commented upon the statement by the president of Latvia Egils Levits on the amendments he has made in the Latvian Saeima to the law on the Latvian Orthodox Church. This commentary was published on 7 th  September 2022 on the official site of the Moscow Patriarchate. ‘I have studied in detail the statement by the Latvian president Egils Levits on the amendments to the law on the Latvian Orthodox Church that have been made in the Latvian Saeima. One is taken aback by how inadequately informed the head of state is regarding the history of his own country. It is true, as he states, that independence in the administration of the Orthodox Church in Latvia was granted by the Patriarch of Moscow and All Russia Saint Tikhon in the summer of 1921. This independence, however, was once more confirmed by the Patriarch of Moscow and All Russia Alexy II and the Holy Synod of the Russian Orthodox Church, and on 22nd December Patriarch Alexy signed the relevant tome on self-administration. This is precisely the same status which the Latvian Orthodox Church enjoyed under archbishop John (Pommer) and enjoys today, and for which no new laws are required. The provisions concerning the position of the Orthodox Church, which the president mentions (the bill was drawn up by archbishop John himself), were on 8th October 1926 passed into law by the Latvian government and for their time were a positive achievement in that as a result of these new laws the Latvian Orthodox Church acquired the status of judicial entity. But the laws provided for the “rights to self-administration and self-determination”, and not for autocephaly, as Mr. Levits erroneously suggests. In enjoying in ecclesiastical matters complete freedom of internal self-administration, the Latvian Orthodox Church has retained and continues to retain her spiritual connection with the fullness of the Russian Orthodox Church and has not been cut off fr om her. This was the legacy of archbishop Saint John, who paid the highest price possible – the price of his own life – for his fidelity to church unity.

Summation of the Joint Work of the Commissions of the Russian Orthodox Church Outside of Russia and the Moscow Patriarchate Concluding the eighth joint meeting of the Commissions and summarizing its work, it is worth noting the path traveled, beginning with the meeting between His Holiness Patriarch Alexy II of Moscow and All Russia and His Eminence Metropolitan Laurus, First Hierarch of the Russian Orthodox Church Outside of Russia, in Moscow in May 2004. It was then that the Commissions were charged with preparing the documents needed to reestablish canonical communion between the Moscow Patriarchate and the Church Abroad. The path towards dialog was opened by fundamental changes in the life of the Orthodox Church in Russia: ruined churches and monasteries are being rebuilt, parish life and spiritual education are returning to normal, more and more people are coming to the Orthodox faith. Orthodox Christians in Russia and abroad are children of one Mother Church, heirs of a great spiritual tradition, cognizant of the artificiality of continuing division. Meetings among clergymen and laypersons, joint conferences, contact on the diocesan and parish level have helped destroy old stereotypes and prejudices, steering mutual relations onto a constructive track and preparing the groundwork for dialog on the hierarchical level. The Council of Bishops of the Russian Orthodox Church of 2000, which glorified the host of New Martyrs of Russia and adopted a series of other important positions of principle, was an event that laid the foundation for the irreversible movement towards unity. The Acts of that Council evoked a positive response from the Council of Bishops of the Russian Church Abroad held the following October. A series of practical measures were subsequently taken towards rapprochement. Finally, in the bright Paschal days of 2004, at the invitation of His Holiness Patriarch Alexy II of Moscow and All Russia, a delegation of the Russian Orthodox Church Outside of Russia headed by His Eminence Metropolitan Laurus visited Russia.

The article discusses a little known fact from the history of relations between Albanian and Russian Orthodox Churches. In 1948, in terms of the persecution of the Church by the regime of Enver Hodja, three of the four bishops of the Albanian Orthodox Church were arrested. Wishing to help the Orthodox of Albania his Holiness Patriarch of Moscow and all Russia Alexy I with the blessing sent the Bishop Nestor (Sidoruk) to Tirana, where this hierarch took part in the ordination of Paisius (Vodica), the future Primate of the Albanian Church. Cookie policy Metropolitan Hilarion: Holiness is a constant striving to imitate the Lord Jesus Christ On June 27th, the 1 st week after Pentecost, Metropolitan Hilarion of Volokolamsk, Chairman of the Moscow Patriarchate’s Department for external church relations (DECR) and rector of the Ss Cyril and Methodius Institute of Post-Graduate Studies (CMI), celebrated the Divine Liturgy at the Church of the Beheading of St. John the Baptist in-the-Woods. The church is a part of the Patriarchal Chernigov Metochion, which houses the CMI. Among the archpastor’s concelebrants were the head of the doctoral department of the CMI, Archpriest Alexy Marchenko, the vice-rector for educational work of the CMI, Hieromonk Pavel (Cherkasov), clergymen of the Metochion. During the Litany of Fervent Supplication, petitions were offered up for deliverance of the coronavirus infection. After the Litany, Metropolitan Hilarion lifted up a prayer recited at the time of the spread of baneful pestilence. In his sermon at the end of the divine service, Metropolitan Hilarion said the following: “In the name of the Father and the Son and the Holy Spirit! On the first Sunday after the Pentecost, the Church commemorates all the saints. On the feast of the Pentecost, we remembered how the Holy Spirit descended on the apostles, and they spoke in tongues, and everyone from different nations began to recognize their dialect; how the illiterate Galilean fishermen became bold preachers of the Resurrection of Christ. And today, on the 1st Week after Pentecost, we remember how the Holy Spirit continued to work in the Church throughout the two thousand year period of its history. The Holy Spirit descended on the disciples of the Savior and inspired them to preach Crucified and Risen Christ. During the following centuries, up to the present time, the Holy Spirit has been acting and will continue to act in the Church. Thanks to His action and the assistance of people, the Church has never become impoverished and will not become impoverished in saints.

Which problems have been resolved and which remain before the Commissions during this period before the convening of the All-Diaspora Council? - The Commissions of each Church examined all the fundamental questions set before us at the meeting of His Eminence Metropolitan Laurus and the delegation of our Church with His Holiness Patriarch Alexy and several members of his Synod. The following problems were on the agenda for years: the glorification of the New Martyrs, the relationship between the Church and state, Orthodoxy and ecumenism. In these areas we managed to achieve a great deal of complicated work. The fundamental positions were often diametrically opposed, but we still found a common tongue. As a whole, the hierarchies of both sides accepted the documents we prepared. I will note: this does not mean that the documents have been adopted by the entire Church, but by the hierarchies. In this regard I can immediately state what the desired conclusion of this process is: we foresee that the All-Diaspora Council will examine these documents and summaries of the work that was done, and only after this will the Council of Bishops make its decisions. Whether they will be adopted in the form we propose or whether changes will be required I cannot predict.

On 2 June 2015, the Rev. Michael Wang Quansheng, the oldest priest of the Chinese Autonomous Orthodox Church died at the age of 90. He was born on 27 January 1924. Bishop Simeon (Du) of Shanghai ordained him in 1958. On Pentecost In 2008, the Rev. Michael Wang attended divine service at the Russian Consulate with the permission of the Chinese authorities. He was awarded with the Me4dal of St. Sergius of Radonezh, 1 st class. Patriarch Alexy II of Moscow and All Russia awarded him in connection with the 50 th anniversary of the autonomous status of the Chinese Orthodox Church. Since that time, Father Michael took part in the services celebrated by archpriest Alexy Kiselev in Shanghai. Despite his advanced years and being retired, Father Michael took an active part in the revival of Orthodoxy in China. In September of 2009 he consecrated the church of St. Innocent of Irkutsk in Labudalin in the Inner Mongolia. When the Rev. Gregory Zhu Shipu, rector of the Church of Intercession in Harbin died in 2000, Father Michael celebrated the Divine Liturgy on Easter in 2010. In June of 2011 he concelebrated with Metropolitan Hilarion of Volokolamsk, chairman of the Moscow Patriarchate’s Department for External Church Relations at St. Nicholas’ church in Shanghai. The DECR chairman thanked him and other Orthodox Chinese, saying that ‘they have kept the Orthodox faith despites all hardships and obstacles.’ His Holiness Patriarch Kirill of Moscow and All Russia paid his first official visit to China in 2013. On May 15, he celebrated the Divine Liturgy at the cathedral church in Shanghai. Father Michael Wang Quansheng concelebrated in attendance of many worshippers. His Holiness addressed clergymen of the Chinese Autonomous Orthodox Church, Rev. Michael Wang, protodeacon Evangel Lu Yafu and sub-deacon Papy Fu Xiliang, saying that notwithstanding their advanced age, they possess a great inner power and added that together with all the Chinese they had experienced many trials in history and were witnessing the revival of China and of this holy church. Rev. Michael Wang was a spiritual leader of the Orthodox community in Shanghai and assisted in training of the new Chinese priests.

This year its topic was Religion and Environment. The commission holds meetings once in two years alternately in Moscow and Tehran. In compliance with the decision of the Holy Synod of 7 March 2018, the delegation of the Russian Orthodox Church consisted of Metropolitan Feofan of Kazan and Tatarstan, head of the delegation; Archimandrite Alexander (Zarkeshev), rector of the Cathedral of St. Nicholas in Tehran; Archpriest Lev Semenov, head of the Chair of Theology of the Moscow State Linguistic University, head of the Religious and Educational Centre of St. Tikhon’s Orthodox University of the Humanities; Rev. Dimitry Safonov, secretary for interreligious relations of the Moscow Patriarchate’s Department for External Church Relations; Rev. The participants in the meeting which took place at the ICRO Centre for Dialogue between Religions and Cultures in Tehran discussed various issues pertaining to the longstanding dialogue between the two religious communities and its prospects.

Photo: mospat.ru On June 16, 2019, when the Orthodox Church commemorates the Day of the Descent of the Holy Spirit upon the Apostles – the day of the foundation of the Christian Church, the church of the Trinity in the capital city of the People’s Democratic Republic of Korea celebrated its dedication day. The service was presided over by Archbishop Feofan of Korea. He was assisted by Rev. Theodore Kim, rector of the Trinity church; Rev. George Pyntya of the Metropolis of Vladivostok; Rev. Vladimir Zhan, diocese of Kyzyl; Protodeacon Alexy Parshukov and Deacon Pavel Pak, clerics of the church in Pyongyang. Present at the service were members of the PDRK Orthodox Committee; Mr. A. Vostrikov, Russian charges-des-affaires in the PDRK; D. Petrovsky of the Moscow Patriarchate department for external church relations, as well as compatriots and citizens of Romania. Many of the congregation partook of the Holy Gifts of Christ. After the Divine Liturgy, kneel-down prayers were read and a procession with the cross was held. Archbishop Feofan warmly greeted the congregation on the Day of the Holy Trinity and called upon all to take an active part in the parish life. Talks with parishioners continued at a tea party, after which a working talk took place between Archbishop Feofan of Korea and the chairman of the PDRK Orthodox Committee Victor Yu Yen Nyen. On the same day, the delegation of the Russian Orthodox Church laid flowers at the Liberation Monument, a monument to Soviet soldiers on Morabong Hill. At the station cross in the Soviet cemetery in the Sadon area, Archbishop Feofan said a prayer for the repose of the dead. After that, Archbishop Feofan and the delegation of the Russian Orthodox Church visited the diplomatic mission of the Russian Federation in the PDRK. He laid flowers at the memorial plague devoted to A. Karlov, Hero of Russia, who was the Russian ambassador to the PDRK in the period from 2001-2006. Archbishop Feofan arrived in Pyongyang on June 14, 2019. At the airport, he was met by Chairman of the PDRK Orthodox Committee Victor Yu Yen Nyen, Russian Ambassador A. Metsegora, Rev. Theodore Kim, Russian diplomats and clergy of the church in Pyongyang. He is accompanied by D. Petrovsky, DECR, and Deacon Alexy Parshukov, diocese of Kyzyl.
