В последнее время наибольший интерес вызывает деятельность «восточных» ЧОП в Африке, поскольку именно они проявляют там наибольшую активность. КНР проводит масштабную экономическую экспансию на континент в рамках запущенной в 2013 году инициативы «Один пояс — один путь»: соответствующие соглашения подписаны с 52 из 54 африканских стран. Сегодня в Африке работает около 10 тысяч китайских компаний и до двух миллионов китайских рабочих, задействованных в развитии инфраструктуры, строительстве жилья, промышленном производстве и добыче полезных ископаемых. Многомиллиардные инвестиции требуют защиты, в том числе физической – китайских граждан уже убивали, похищали ради выкупа или грабежа, отмечались попытки нападений на городки строителей. В условиях, когда полагаться на местные органы безопасности не приходится, китайские власти вынуждены самостоятельно решать этот вопрос. Впрочем, это не явилось проблемой: в КНР зарегистрировано свыше пяти тысяч ЧОП, в которых работает около четырех миллионов человек, преимущественно из числа бывших военных. Показательно, что ЧВК в Китае запрещены, а все ЧОП находятся под строгим контролем министерства общественной безопасности. При этом разрешение работать за границей имеют лишь 20 ЧОП, в Африке из них действуют около половины: Beijing DeWe Security Service, Hua Xin Zhong An Group, Shandong Huawei Security Group, China Overseas Security Group, Frontier Services Group, China Overseas Security Service, China Security Technology Group, VSS Security Group и Zhongjun Junhong Security Service. Особенностью китайских ЧОП является то, что им запрещено ношение огнестрельного оружия – исключение составляют сотрудники Overseas Security Guardians и Hua Xin Zhong An Group, которые обеспечивают вооруженную охрану китайских торговых судов, следующих в африканских водах. По официальным данным, за границей работают всего 3200 сотрудников китайских ЧОП, однако эта цифра вызывает сомнения. К примеру, в одной лишь Кении защитой строительства железной дороги Момбаса – Найроби – Найваша занималось 2000 сотрудников DeWe. Китайцы широко привлекают субподрядчиков, а сами организуют и осуществляют руководство местными охранными структурами, а также обеспечивают охрану китайских предприятий с помощью нелетальных вооружений и решают технические задачи. Таким образом они избегают ответственности за погибших и пострадавших в результате использования оружия местными «партнерами». К примеру, в июле 2016 года DeWe прибегла к найму местных вооруженных сотрудников, чтобы эвакуировать свыше 300 китайских нефтяников из южно-суданской столицы Джубы, в которой разгорелось вооруженное противостояние между правительственными и оппозиционными силами.

Pro-Books.ru побеседовал с Ириной о планах нового издательства и ситуации в книжной отрасли России. Pro-Books.ru побеседовал с Ириной о планах нового издательства и ситуации в книжной отрасли России. — Ирина, расскажите, пожалуйста, о новом издательстве: когда и кем оно было образовано, в каких секторах рынка планируется вести работу, каковы ближайшие издательские планы? — Издательство начало свою работу совсем недавно — в июне 2010 года. Поскольку до его создания я возглавляла в «Эксмо» направление учебной и деловой литературы, естественно, создавая новое издательство, прежде всего, планировала работать в этих же хорошо знакомых мне сегментах рынка, но, конечно, не ограничиваясь ими. — В чем состоит смысл разделения издательства на две торговые марки: «Рид Групп» и «Национальное образование»? — Как показывает мой опыт, целевые аудитории сегментов учебной и деловой литературы довольно сильно различаются. Сложно под одним брендом продвигать совершенно разные типы продуктов: и школьные издания, и специализированную бухгалтерскую литературу. Чтобы сломать стереотипы сегментного восприятия читателей, требуются годы, разумнее и экономичнее создавать соответствующие стереотипам бренды. Поэтому я и решила выпускать школьную и другую образовательную литературу под брендом «Национальное образование», однозначно воспринимаемым потребителями. А остальную литературу — под обобщенным брендом Read Group со слоганом «Читай!» на обложках.
